* * * O R D E R:- Telangana is one of India's fastest urbanizing states, with an urban population growth rate of 3.2% per annum, higher than the national average. This rapid growth is evident in the outskirts of Hyderabad, driven by industries like IT, ITES, pharma, Biotechnology, Warehousing & Logistics, aerospace and industries related to renewable energy. The Outer Ring Road (ORR) has become the natural boundary of the city, encompassing various urban and rural local bodies. Though this area is characterized by common urban agglomerate features, the level of civic services are different, based on the competence of the Local Body concerned.
This is more pronounced in respect of Disaster Management. Though there is an elementary support system of Disaster Management in GHMC, the same is invisible in other urbanized areas within ORR. 2. To address this challenge, the Government of Telangana has decided to establish a single, unified agency for disaster management in the Telangana Core Urban Region (TCUR). The TCUR is the term referred to area comprising of entire GHMC and such areas of Hyderabad, Rangareddy, Medchal Malkajgiri and Sangareddy Districts up to ORR. Accordingly, the Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) is hereby constituted with following mandate and functions.
Formation: 3. The Government, keeping in view the requirements mentioned in the foregoing paras, and in supersession of the orders issued in the GOs first to fourth read above, hereby create a dedicated organization, namely the Hyderabad Disaster Response and Asset Protection Agency (HYDRAA). HYDRAA shall be a dedicated agency for planning, organizing, coordinating and implementing the measures for preparedness and prevention of urban disasters, for coordination with other State and National agencies for prompt response and rescue operations in any disaster situation or disaster that may arise in this region.
4. The Commissioner HYDRAA shall exercise responsibilities relating to Disaster Management, Assets Protection, Enforcement and other responsibilities as entrusted by Government from time to time.
5. Organization structure: HYDRAA shall be a separate Head of the Department (HOD) under MA&UD Department and the Commissioner, HYDRAA, who would be a senior officer of AIS not below the rank of a Secretary to Government shall function under the overall supervision and guidance of Principal Secretary to Government, MA&UD Department.
6. Jurisdiction: The jurisdiction of HYDRAA shall comprise the entire areas of GHMC and all ULBs & RLBs up to ORR and any area as may be specifically included or excluded by the Government from time to time in future.
7. The HYDRAA shall comprise of Asset Protection Wing, Disaster Management Wing and Logistical Support Wing and an indicative list of roles and responsibilities of the three wings of HYDRAA are given below. Whenever the HYDRAA is required to exercise penal or regulatory powers vested with other relevant Authorities, the HYDRAA may coordinate and function along with such Authorities or shall entrust relevant powers and responsibilities to HYDRAA in accordance with the procedure established under relevant Acts / Rules, as the case may be. 7.1. Asset Protection Wing i.
To protect assets of Local Bodies and Government such as parks, layout open spaces, playgrounds, lakes, nalas, land parcels, roads, carriageways, footpaths, etc from encroachments. ii. Removal of lake encroachments in coordination with GHMC, other local bodies, HMDA, Irrigation department, Revenue department, etc iii. Coordination with local police for Assets Protection and necessary enforcement, etc iv. To inspect private premises for building and town planning regulation or removal of dilapidated structures endangering public safety, whenever such requests are received from government agencies like ULBs, UDAs and planning authorities. In exercise of such powers, the HYDRAA authorities shall be deemed to be working under such ULBs, UDA and planning authorities, under the relevant Acts, Rules and Regulations of ULBs, UDA and planning authorities.
v. To take penal action on the violations in connection with advertisements which are in deviation or not authorized vis-à-vis the permissions granted by the concerned Local Bodies and shared on real time database. In exercise of such powers the HYDRAA authorities shall be deemed to be working under such ULBs under the relevant Acts, Rules and Regulations of ULBs. vi. Any other enforcement work as entrusted by the Government from time to time. 7.2. Disaster Management Wing: I. Taking up of Disaster response and relief work by Disaster Response Force (DRF) of HYDRAA in case of any disaster / emergency II. Coordination with NDRF, SDMA, TG DR&FS Department and other State and National agencies of Disaster Management III. Coordination with technical agencies such as Indian Meteorological Department (IMD), National Remote Sensing Agency (NRSA) etc. and alerting the concerned line departments by sending timely forewarns; IV. Coordination with all concerned departments such as Police, GHMC and other Local Bodies concerned, HMWS&SB, HMDA, HMR, HGCL, MRDCL, TGSPDCL, Forest, UBD, Irrigation. etc., to handle all types of emergencies / emergency situations; V. Maintain separate database and collate information for future risk assessment and disaster risk predictions.
VI. Inspection of premises and issuing of Fire NOCs as entrusted by the DG DR&FS under the provisions of Telangana Fire Services Act, 1999. 7.3. Logistics Support Wing: i. Staff recruitment, drafting and other service matters; ii. Office procedures and office administration; iii. Procurements and logistics for operations; iv. O&M of assets, equipment, vehicles, etc; v. IT & GIS services vi. Disaster Response Information System for TCUR area; vii.Training, coordination and community engagement in association with Disaster Management Wing. Contd…3 :: 3 :: 7.4. Other functions: HYDRAA shall also be responsible for the following functions: a) Traffic coordination and management: The HYDRAA and its officers shall coordinate with regular traffic police for traffic management, especially to manage traffic in times of disasters with particular emphasis on traffic jams in water logging areas, road damaged areas, disaster prone areas, storm water etc. during heavy rains. b) Training, Capacity Building and IEC c) Co-ordination with other departments like District Collectors, SDMA, Commissionarates of Police within TCUR, Addl. DG DR&FS, TGSPDCL, GHMC and other Local Bodies, HMWSSB, Irrigation, Forest, TRAC, NRSC, NDRF, Army, Airforce, CISF.
8. Organisation & Field Teams: The HYDRAA shall have the suitable Organisation Structure with necessary sub divisions and field teams equipped with requisite material, equipment and vehicles. 9. Budget and other modalities: Budget shall comprise of (i) allocation from Government; and (ii) internal resources generated through contributions or fees from the beneficiary local authorities like GHMC, HMDA, TGIIC, TGSPDCL, HMWSSB, MRDCL, HGCL, Other utilities, etc. Accordingly, action shall be taken to create a separate Head of Account. 10. The Government hereby constitute the Governing Body (GB) of HYDRAA with the following composition with immediate effect: I. Hon’ble Chief Minister - Chairman II. Hon’ble Minister for MA&UD - Member III. Minister for Revenue and Disaster Management - Member IV. In-charge Ministers of Hyderabad, Rangareddy, Sangareddy & Medchal Malkajgiri Districts - Member V. Hon’ble Mayor GHMC - Member VI. Chief Secretary to Govt., - Member VII. Director General of Police - Member VIII. Principal Secretary to Govt., Rev. (DM) Deptt. - Member IX. Principal Secretary to Govt., MA&UD - Member X. Head, Integrated Command Control Centre (ICCC) - Member XI. Commissioner, HYDRAA - Member Convener XII. Any other Officers called on specific requirements from time to time, as decided by the Chief Secretary to Govt. 11. The Governing Body shall provide policy guidance to the HYDRAA and review its functioning from time to time. 12. Further, in exercise of powers conferred under Section 21 of the National Disaster Management Act, 2005, a TCUR Disaster Management Sub Committee is formed vide GO fifth read above with following members: i. Principal Secretary, MA&UD - Chairman ii. Commissioner, HYDRAA - Member Convener iii. Principal Secretary, Revenue (DM) Deptt., - Member iv. Principal Chief Conservator of Forests (PCCF) - Member v. DG TG Disaster Response & Fire Services - Member vi. Managing Director, HMWSSB - Member vii. Metropolitan Commissioner, HMDA - Member viii. Commissioner, GHMC - Member ix. Managing Director, HMRL - Member x. Managing Director, TGSPDCL - Member xi. Engineer-in-Chief (Public Health) - Member xii. All District Collectors of TCUR Region - Member xiii. All the Police Commissioners of TCUR - Member xiv. Municipal Commissioners of ULBs of TCUR - Member xv. Any other members as nominated by the Chairman, sub Committee from time to time.
13. The TCUR Disaster Management Sub-Committee will assist the Governing Body in implementing disaster management plans and policies, act as a coordinating body, monitor and review disaster preparedness and response efforts of HYDRAA. It will meet at least once in a month or whenever necessary on need basis. 14. The existing officers, staff, infrastructure, equipment, vehicles, etc., presently with EV&DM under GHMC, shall stand transferred to and form part of HYDRAA, except internal vigilance and enforcement wings. The internal vigilance and enforcement wings shall remain with GHMC. 15. The Commissioner, HYDRAA shall submit necessary proposals for sanction of posts, staff, budget and vehicles required for discharging its responsibilities effectively. 16. This orders shall come into force with immediate effect.
17. The Commissioner, HYDRAA and Commissioner, Greater Hyderabad Municipal Corporation, Hyderabad shall take necessary further action in the matter. 18.
